Board for the Condemnation of Insanitary Buildings (BCIB)
The Board for the Condemnation of Insanitary Buildings (BCIB) is charged, under DC Official Code Section 6-901, et seq. (2001 Edition), with:
- Examining the sanitary condition of all buildings in the District
- Receiving referrals from other agencies, citizens and inspectors
- Inspecting and inquiring into insanitary building conditions and reporting on them at BCIB meetings
- Determining which buildings are so insanitary that they endanger the health or lives of occupants or people in the vicinity
- Starting condemnation action against properties by serving owners with Notices to Show Cause, within 10 days, why their building should not be condemned
- Holding hearings, if owners ask for them
- Issuing Orders of Condemnation to owners to correct insanitary conditions, within 30 days, by changing or repairing buildings; making them habitable; or razing and removing them
- Making the building safe and sanitary or razed and removed—if the owner fails to remedy the conditions—and assessing the corrective action’s cost as a special tax against the property.
The seven BCIB members are full-time DC government employees, appointed by the Mayor.
BCIB meetings are open to the public, at 941 North Capitol Street, NE, Washington DC, 20002, on the second and fourth Wednesdays, at 10 am, each month. Meetings are normally on the 7th floor in the OPLA conference room.The calendar is published monthly in the DC Register.
